Description of content: Sets out a proposal for a tertiary instrument (a form of regulation) that would require the importers and manufacturers of hazardous substances to provide their business and contact person details to the EPA. Specifically, importers and manufacturers would be required to provide their:
· business trading name;
· New Zealand business number, where legally permissible and available;
· name, email address and telephone number of the contact person for the business;
· main telephone number for the business; and
· business website address, if applicable.
Each importer or manufacturer concerned would also have an obligation to maintain the accuracy and currency of that information.

Objective and rationale, including the nature of urgent problems where applicable: The proposal will improve the efficient and effective management of hazardous substances and contribute to improved health and safety through ensuring the regulator (the EPA) has better access to information about businesses that import into or manufacture hazardous substances in New Zealand.
