加拿大就人体接触射频电磁能量上限的修订议案收集意见(英文版)

The Canadian government is seeking feedback of scientific and/or technical nature through 15 July on a proposal to revise Safety Code 6, also known as the limits of human exposure to radiofrequency electromagnetic energy in the 3 kHz to 300 GHz frequency range, by establishing more restrictive limits than those in the current version of the safety code. Safety Code 6 is Health Canada's guideline for recommended human exposure limits to radiofrequency electromagnetic energy given off by a range of electronic devices including cellular phones and Wi-Fi-enabled devices as well as broadcasting and cell phone towers.

Health Canada is proposing changes to Safety Code 6 based on the latest available scientific evidence and improved modelling of the interaction of RF fields with the human body. Canadian authorities are also seeking to align the current limits with exposure limits specified by the International Commission on Non-ionising Radiation Protection. These changes are being proposed to ensure that wide safety margins are maintained to protect the health and safety of all individuals. In addition, the version of Safety Code 6 that is currently posted for public consultation incorporates feedback received from the Royal Society of Canada as a result of their expert panel review. One RSC recommendation would make the proposed reference levels in Safety Code 6 slightly more restrictive in some frequency ranges to ensure large safety margins for all Canadians, including new-born infants and children. This recommendation takes into account recent dosimetry studies, one of which became available after Health Canada had developed the proposed revision of Safety Code 6 examined by the RSC.

Health Canada underscores in a press release that current Canadian exposure limits are already consistent with science-based standards used in such countries as the United States, the European Union, Japan, Australia and New Zealand. While Safety Code 6 currently establishes and maintains human exposure limits that are far below the threshold for potentially adverse health effects, the proposed revisions would ostensibly make Canada's limits among the most conservative science-based limits in the world.
