6. | Description of content: · Manufacturers and importers have a responsibility to define and classify the hazards of chemical substances/products and communicate health and safety information on labels and Safety Data Sheets that conform with GHS. · Exporters also have a responsibility to define and classify the hazards of chemical substances/products and communicate health and safety information on labels and Safety Data Sheets that conform with GHS except when the trading partner has other specific requirement. · A period of time for GHS implementation in substances is within 1 year and within 5 years in mixtures from when the notification comes into force. · Manufacturers, importers, exporters and the person who possesses the hazardous substances for professional use have a responsibility to communicate health and safety information on labels and Safety Data Sheets provided by manufacturers and importers in order to ensure the safety for a person exposed to the hazards chemical. · The Hazard Classification and Communication has to comply with the requirement of hazard classification and communication system attached with the Notification of Ministry of Industry on the Hazardous Classification and communication System for Hazardous Substances B.E. 2555(2012) which is based on Globally Harmonized System of Classification and Labelling of Chemicals (GHS), third revised edition (2009) of UN GHS Purple Book 2009. |
7. | Objective and rationale, including the nature of urgent problems where applicable: To set as a criteria to classify the hazardous substances under the Hazardous Substance Act B.E. 2535(1992), Thailand adopted the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) developed by the United Nations. The classification was applied for use for all hazards substance used in the industrial field, agricultural field, transportation field and consumer products. In order to implement the GHS in consumer products, Food and Drug Administration, Ministry of Public Health who is responsible for regulating the hazardous substance products for household and public health under the Hazardous Substance Act B.E. 2535(1992) issued the Notification on the Hazardous Classification and Communication System under the responsibility of Thai Food and Drug Administration B.E. |
