Description of content: This order provides the rationale and the conditions for instituting this emergency measure imposing a temporary ban on the importation of poultry and poultry products from Turkey.

Nature of the urgent problem(s) and reason for urgent action: Outbreaks of highly pathogenic avian influenza (HPAI) virus serotype H5N1 were confirmed by Etlik Central Research Veterinary Institute affecting backyard poultry and poultry farm in several areas of Turkey: Ikizciler, KastaMonu; Edincik, Balikesir; and Moralilar, Manisa, as reported to the World Organization for Animal Health (OIE) on 04 and 18 May 2015. The Philippines is instituting this emergency measure to prevent the entry of the HPAI virus to protect the health of the local poultry population.
