目标与理由:保护人类健康安全。新型号的客车和货车将核准安装严重碰撞时自动向最近的国家紧急服务中心(112)发送信息和语音呼叫的强制系统。这大大减少了响应严重道路交通事故所需的紧急救援时间,有助于挽救人员生命。

Description of content: This draft Commission Delegated Regulation concerns the technical requirements and the procedures for testing 112-based eCall in-vehicle systems and motor vehicles fitted with such systems for the purposes of their approval before they are placed into the market. The tests provided in the draft will ensure that the system remains functional and capable of transmitting the necessary data in a severe frontal and lateral crash of the vehicle. In addition, the system is tested for compliance with the privacy and personal data protection rules.

Objective and rationale, including the nature of urgent problems where applicable: Protection of human health and safety. New types of passenger cars and vans will be approved fitted with a mandatory system that in case of a severe crash will automatically send information and launch a voice call to the nearest national emergency service (112 number). This will significantly reduce the time necessary for emergency services to respond to severe accidents on roads and will help saving human lives.
