加拿大修订轮胎安全条例与美国规定一致(英文版)

The Canadian government on 20 November issued the Motor Vehicle Tire Safety Regulations 2013, which repeal and amend the old tyre regulations in an effort to facilitate alignment with the more stringent U.S. safety and marking requirements for these products. Specifically, the regulations introduce most of the requirements of U.S. tyre safety standards FMVSS 109, 119 and 139 into Technical Standards Document No. 109, New Tires and Certain Specialty Tires; Technical Standards Document No. 199, New Tires for Motor Vehicles With a GVWR of More Than 4,536 kg and Motorcycles; and Technical Standards Document No. 139, New Radial Ply Tires for Motor Vehicles with a GVWR of 4,536 kg or Less. FMVSS 139 introduced requirements for winter tyres marked with the Alpine symbol, which means that the new regulations will allow the enforcement of those provisions in Canada. Canadian authorities believe that this action will reduce the cost and complexity of product testing for tyre and vehicle manufacturers while improving safety for Canadians.

Among other things, the Canadian tyre regulations require tyre importers to submit a signed declaration to their nearest customs office that includes (i) the name of the tyre manufacturer; (ii) the name, phone number, postal address and email address of the company; (iii) a statement from the manufacturer or its duly authorised representative that the tyre conforms to the standards prescribed for a tyre of that class at the time the tyre was manufactured; (iv) the brand name, size designation and type of tyre as well as the number of tyres of that size designation and type imported at the same time; and (v) the date on which the tyre was imported. Companies that import into Canada 10,000 tyres or more per year may provide this declaration in another form and manner that is satisfactory to Canadian authorities. Companies that import tyres into Canada from the United States may replace the statement referred to in point (iii) above with a statement from the manufacturer or its duly authorised representative that the tyre was manufactured for sale in the United States and conformed on the date of its manufacture to the requirements established under Chapter 301, Title 49 of the United States Code.

Canadian tyre manufacturers and importers have been given until 1 September 2014 to comply with the new regulations.
